Step 2. Generate Settlements

Determine the Number of Settlements

Settlements are any locations already populated by other humans. They can be firm townships with structured governance, loose affiliations of farmerling familial clans, military encampments, or even a heavily frequented caravanserai. These offer places where you can rest and recuperate after the Lowland Wastes have taken their toll on you, with the expectation that you will be mostly safe while within its vicinity so long as you don't start trouble.

In this step you will generate a handful of settlements in your starting region. First, determine the number of known settlements by finding your biome in the following list:

Generate Details

First, decide if any of the settlements in your region will be existing settlements described in the Land of Cicadas hex-crawl. If you are in the Breadbasket, it is recommended to at least include Tack Town. If you are in the Weeds, it is recommended to at least include Fort Snek. Don’t fret over trying to include every populated location described in LoC, if you don’t include one of them now it doesn’t mean that it is necessarily nonexistent, it just means that your character doesn’t know about it or that it isn’t in the area depicted in your region map.

You will create the details for each settlement from the previous step that you aren’t populating with an existing location from LoC. For each one you create, roll on the following oracle tables:

This is all that’s needed for now, more details on these settlements can be revealed and established when you visit them.
